Congress’ $37.3 million in appropriations for HUD contained a provision from Sen. Richard Shelby (R-Ala.) requiring that housing officials don’t participate in partisan political activities. The original proposal, which would’ve forbidden public housing officials to drive residents to the polls on Election Day, was shot down after strong opposition from the NAACP.
